It’s the lovely but short fall season in the Central Valley.  The days are getting shorter, and with the end of Daylight Saving Time on November 2, your afternoon ride may soon be in the dark.  Get your bike lights ready and charged up if they have been put away.  Remember that a white light in front is required while riding in the dark, and a red reflector is required in back. However, a red light in back is highly recommended to increase your conspicuity.

In this month’s Newsletter:

  • The FCBC Bike Prom will be on Sunday, November 9.

  • World Day of Remembrance is on Sunday, November 16.

  • The Governor has signed or vetoed all the bills that were sent to him this legislative session.  All the bicycle-related bills are summarized.

  • Nominations to the FCBC Board will be taken beginning at the November 18 Board meeting.

  • The next FCBC general membership meeting and FCBC Board meeting are scheduled for Tuesday, October 21 at 6:30 and 7:00 pm, respectively.


Bike Prom

FCBC traditionally has the showcase Bike Prom event in November.  This year plans are being made to have a bike ride from Fresno High to Downtown Fresno, with a gathering at South of Shaw Beer Company.  Stay tuned for more details, and the event will be posted on the FCBC website. 


World Day of Remembrance

FCBC and the City of Fresno Active Transportation Advisory Committee (ATAC) are collaborating on Sunday, November16 to remember those who were killed or seriously injured on the road and to advocate to prevent more crashes.  The activities start at 3:00 pm with a bike ride from Fresno City Hall to the Tower District and back.  At 4:00 pm there will be a ceremony in front of City Hall with a Vision Zero resolution.  A vigil walk to the Water Tower will be at 5:00 pm, at which time the Water Tower will be lit.


Legislative Update

The current legislative session has ended, and the Governor had until October 12 to sign or veto bills.  The Governor recently signed the following two bills:

  • Assembly Bill 875 would allow a peace office to seize and impound an out-of-class e-bike.

  • Senate Bill 586 would define an off-highway electric motorcycle, commonly called an eMoto, as an electric-powered off-highway motorcycle with two wheels, handlebars for steering control, a straddle seat, and no pedals from the manufacturer.  These are potentially more powerful and faster than e-bikes and could be used off-road only.

The following bills related to e-bikes were previously signed by the Governor:

  • AB-544 requires e-bikes to have a red reflector at all times, and not just at night.  Minors cited for not wearing a helmet would be allowed to attend an e-bike diversion program.

  • AB-545 prohibits selling an application that could modify the speed capability of an e-bike such that it would no longer meet the statutory definition of an e-bike.

  • AB-965 would prohibit a person from selling a Class 3 e-bike to a person under 16 years of age.


Upcoming FCBC Board Elections

FCBC Board elections are held in December, with nominations taken at the November Board meeting.  Board members set the direction, plan the activities, and manage the resources for FCBC, which is a volunteer-run 501(c)(3) nonprofit organization established in 2001.  The mission of FCBC is to build healthy, equitable, and safe communities through advocacy, education, and collaboration that promotes bicycling for everyday transportation and recreation. There are nine positions on the Board, consisting of Chair, Vice Chair, Past Chair, Secretary, Membership Coordinator, Treasurer, and three Members at Large.

Some of the positions on the Board are expected to be vacated by the current Board members.  Any eligible individual may be nominated for any position of the Board, other than the Past Chair, which is not an elected position.  Nominations may be made by any FCBC member, and self-nominations are allowed.  There are no specific requirements to be a Board member other than being a FCBC member and resident within Fresno County.  More information regarding the duties and election process can be found in the FCBC bylaws, and any questions can be directed to info@fresnobike.org.

The Board election will be discussed at the next FCBC Board meeting.  Voting will be held online in December, with results announced at the December general membership meeting.


Next General Membership and Board Meetings

The next general membership and Board meetings are scheduled for Tuesday, October 21 at 6:30 pm and 7:00 pm, respectively, via Zoom.  The general membership meeting is for members and nonmembers to meet with the Board prior to the official Board meeting to ask questions or raise issues for the Board to consider.  Board meetings are restricted to members only.
